- It is commonly understood that international law bestows a right of self-determination on “peoples”, but less understood is precisely who the “peoples” are. The governing pillars of the law of self-determination – treaties and declaratory General Assembly resolutions – fail to provide an obvious answer. The present chapter addresses this issue by analyzing the textual law of self-determination, as expressed in treaties and declaratory General Assembly resolutions, to ascertain – within sensible tolerances – who the “peoples” are.
